Jim was born in Higginsville, MO to Clifton and Dorothy (Raines) Jenkins. After attending Higginsville High School he enlisted in the US Air Force and was trained as a fire fighter. He did some boxing while in the military, which gave him material for some funny stories.
Upon his discharge, he returned to Higginsville and worked for the REA Electric Co and married Marty Wagner. In 1971 they moved to New Mexico and he worked on a ranch for several months until he was accepted into the New Mexico State Police Academy.
Jim was a Highway Patrolman for 12 years in the Clovis, New Mexico area. It was during this time that he enjoyed the rodeos - Jim & several law enforcement officers participated in a Wild Cow Milking Contest in the rodeos, which was a crowd pleaser. He laughingly said the crowds would cheer for the cows to knock the officers around the arena.
In 1983, Jim transferred to the New Mexico Attorney General's Office as an Investigator and then retired in 1994.
All total he was in law enforcement for 23 years.
After several failed marriages, he settled in Texas, where he played and sang in bands. He left this earth doing exactly what he loved most —— music, we should all be so fortunate!!!

He was preceded in death by his parents.
